Simply untrue. There is nothing locked nor anything that prevents the company from issuing shares. The OTC Markets don't regulate the issuance of shares. The company can register and issue shares at any time regardless of the OTC Markets status.
Once the CE is removed some retail brokers will allow the purchase and sale again, but it has not impact on the issuance of shares. That's up to the Board of Directors who can file registrations and approve issuances. OTC Markets is not part of the share issuance process.
Kevin is correct that I can't do anything if I wanted to as I haven't had the ability to approve the issuance of shares since I stepped down from management in 2012.
