If there were great test results and an emergency use authorization, you can bet that the manufacturer would move them to the head of the line.

Also remember that Pfizer and some other manufacturers pledged to help with manufacturing other companies' vaccines. I would think that for the PR they would do likewise for a drug that could save lives -- especially since the government could force them to do so. Better to volunteer and get good PR, instead of do it begrudgingly and get horrible PR.
