I had a Flu shot in November 2019 at the VA. 3 days later I had all the signs and symptoms of Covid-19 for 3 days. Then gone. It was nasty.
Now some 12 months later if I tested with no signs or symptoms I would test Positive...as would a high percentage of the population. It's called "Herd Immunity"
Approximately 31 states are doing and have been doing little or nothing for 12 months. That about 200 million of 330 million.
