I always assumed they were submitting EIND and m/m data to Philippines, not waiting for all of the s/c data. If they did the latter, then US, UK, or Canada would likely swoop in before the Philippines.

I think NP targeted the Philippines because they're *already* hot-to-trot for Leronlimab.
