The election is a National Security Interest. That ultimately falls on the Supreme Court. They practice Constitutional Law when applicable. Admiral Law and or aka Martial Law when not.
The Insurrection Act is the fail safe. I would assume that would be applied before the 3rd as it would lock out 435 House members and 33 Senator's from being seated.
The Executive/Judicial and Military are then in charge. All Trump needs is the evidence to impose it. Considering The Kraken is a Military Intelligence Battalion. It would appear the NSA/WH is in charge and the FBI and CIA and maybe DOJ are out of that loop.
