Assuming the POTUS signs the Defense Appropriations Act into law (he threatened no to over the base renaming issue) funds will be available to contracting officers that day.
However, I am not privy to SBIR phase two beta test scheduling or most importantly, results. IMHO SFOR IP is needed to counter the polymorphic keylogger threat on military mobile devices. Was it interoperable with all other software used by the military? I don't know. Those that do keep that info close hold until issuing a sole source contract.
