Exactly! No Pentagon contracting officer would have obligated funds for phase two that they didn't have when the SBIR contract was signed. However, forward progress was hindered by CRs (no Federal budget). 12/11 either brings yet another CR ( groan) or a budget and the DOD contracting office can either 1.) move towards a sole source contract or (God forbid) 2.) terminate EPL because it failed to meet phase two mission requirements. IMHO SFOR IP is meeting them!
