As a former business owner who has dealt with accountants, I do not doubt that there are financial records being kept in house
No accountant I have known/hired could perform his duties without current information,
Unless negligent in their duty to advise management, they would not "fly blind". It is the reason they exist!
So... It is my opinion that the books are being kept, they are just not being shared with (us) the public.
I would not be surprised to have all the past-due reports dumped into the public record in one stroke.
The books are there. Management is hiding them, for whatever reasons.
I hope those reasons are honorable.
