Because I appreciate your opinion on this matter. I am also in agreement with your opinion "Bo has never paid for it". Now if I was a USAF contracting officer (again) and discovered Bo did not own the IP I was about to order en masse for DoD I would contact the individual (Ram) who did. Before obligating millions of tax dollars for defensive software the contracting officer would want to be absolutely sure of patent rights IMHO.
