Maybe IEQ will use their resort properties as a staging area to have local doctors come and administer the vaccine. Maybe there is no money in this deal Kindai has with IEQ. Instead it is a revenue sharing deal to use their hotels as centers, temporarily. But still, this just looks really bad.
