The only instances of companies that stopped actually filing with the SEC but posted ( putting unaudited reports on a paid site isn't 'filing') unverified financial data on the OTC Market site was when they eventually ceased to exist and sold the remaining shell.

Other than that I have never seen another reason as to what Heddle is doing.
