The tests are bundled with the app and included with the price of the test. Could be QDX HEALTHID gets paid whether or not app is used, especially if Innova is using QMC gold NP, anticounterfeiting.
NHS invested L12 Billion in it's trackandtrace system and possibly is testing a new test registration and more reliable Innova antigen test with their system to see what can be salvaged.
IMO it's very possible QMC adapted it's DLT GUI to the NHS System and is handling the front end "the track" through the app. Pure speculation but very doable with DAML and BTP and other DLT Partners.
