I am not at all confused. Insiders can and do buy and sell shares. That doesnt make it illegal.
In fact, its pretty difficult to make a case against an insider buy, even if they have non public information.
Where they get in trouble is if they have material, nonpublic information (ie: notice that an EUA is going to be awarded).
I am not inferring this. What I am saying, is that it is a good sign that he is confident enough to buy more shares.
