Placebo? = Sugar Water or SOC?

Or do they get a choice:

"Mr. Jerdinski, you have a 2/3 chance of getting Leronlimab, a promising experimental drug, that may cure you, and has no known side effects".

You have a 1/3 chance of getting placebo. You can choose, if you do happen to get placebo, would you prefer sugar water or SOC (remdesivir, plasma) as your placebo.

I thought they always get the current SOC????
