WTH does market volatility have to do the timing of filing a Form 10 or a S-1 for that matter.
Form 10 takes 60 days to become effective, putting effective date in January.
The S-1, if they are lucky, will take 90 days to be deemed effective. Once effective, the company has a lot of time to raise the capital. So now you are in February.
The point being that at least by filing now, they will be positioned, when the markets improve.
