My assumption is that the FDA is process driven like every bureaucracy.
"Hey, lets put the Department of Motor Vehicles in charge of the Pandemic. They've got great processes! Very orderly."
Processes work most of the time to reduce the risk to the consumer, but failure to find a solution is the bigger risk here.
I wonder if NP is as sanguine about the FDA when the cameras are turned off as he is on the conference calls. Were I in his shoes, I would be a raving lunatic.
