This is speculative. So I hope everyone takes it as such.
Could it be that the results were very good, but not as high a p value as is normally needed to stop a trial, but still very good and considering we may be up to 400k Americans deaths by New Years and this is an urgent crisis, that the DSMC felt it was important to seek guidance from the FDA?
