Look at things in total. A recent update spoke of a feasibility assessment. Why do you do that? To determine if a project is worth going forward. Does it make sense to go forward on their own or is licensing the right avenue or some other path. To me phase 1 is to determine which way to go, if at all and is the correct move. Takes the emotions out of the equation and looks at the hard numbers. imo
