I'm just thinking that they've made it clear in filings that, without outside assistance, they aren't going to be able to fund the vaccine trials. They could be trying to find the cheapest and quickest way to prove that their vaccine is as safe and long lasting as they can and show they are worth big money from BARDA, Health Canada, etc.

But like I said, I'm spitballing here. Not having the bill paid yet is probably more likely - but doesn't fall in line with Joe's comment about ongoing testing.
