Re both your posts, the Brit govt decides for Heathrow. Neither Heathrow nor the Telegraph have any power in deciding what test will be used.
Evidently a number of tests were considered and beta tested and different parties involved may have their favorites.
In the end, they want fast, cheap and accurate tests with a health status reporting function.
