You are misconstruing my argument.
We are in P3 trial for LL for use of COVID. This has been done effectively.

The fact is the rubber has meet the road in COVID-19 (CYDY objective) . This is what I was referring to.
We could write a book about other what ifs. I am referring to the quick execution of COVID indication.
About your "botched" list ... I agree with some and disagree with some (not necessary with the botched qualifier). I voted NO to compensation and I have criticism abut several decisions.
But they executed in bringing LL to trial in P3 for COVID.

If the "botched" points overweight the "not botched" ones you know what the solution is ... right ???
