Yes, one can be substantiated. NP himself basically said “yes, we were involved in blocking the paper,” when he avoided giving an answer and he spent 5 minutes deflecting. If it was untrue, he would’ve simply said NO.
“The answers to your question are always the same: "It's true, I verified it myself from a friend of a friend, who knows a guy that knows another guy that knows BP." (Or, I know a guy who knows BP).”
Decent attempt to discredit the truth, but again, it’s true.
