If I am not mistaken the time frame of 14 days is explicitely mentioned in that binding MOU as well. So the MOU is binding, and so are the terms in it, which - in my view - explicitely includes the 2 weeks to finalize the agreement.

This should have much more weight than the "in the coming days" statements by Joe during a CC.
