No restriction on timing of requests, that would be quite unusual.

BOD can vote most anything, particularly if the compensation committee will sign off.

For my taste, too much time spent Monday morning quarterbacking on this site considering we really have no voice. However, if we all voted together we could make changes to BOD from whence guidance to the officers should initiate.
