This could go either way actually, based on how it is interpreted.
But, the contract gets signed then the 2 million gets paid 2 weeks after.
But, based on how it is written, it looks like they are signing the contract AND they are paying 2 million within 2 weeks from the this date - Sept 18th. So, both happen within the next 2 weeks.
