In my opinion, they are going to hold off on having NGIO trading until they have it up and running.
You heard Joe the other day, no execution because of no money. So even with a "clean" NGIO, no one will be willing to pay $4 per share for a company with a couple of patents, no money, and not much else, but who is going to say "we are worth 2 billion - trust us".
