When comparing R with LL - here is the thing - R has approval. LL does not. Thats really all that matters. So ask, what could the company do better to GET approval ie. why is N not higher.
Why not file for MM and S/C ? Let them say no, but still file. Then later after the gov changes and the dust settles, there is then reason for congress to investigate in charge if there is evidence of corruption. People are dying and loosing the means of paying their bills.
