It really is hard to understand. The only plausible explanation that I can come up with (aside from the oft discussed corruption theory) is that they want to make sure that they have all of their ducks in an row before they roll this out.

The issue with this perspective is that they have not shown in any of the prior EUA that they have put their ducks in a row prior to announcing.

Perhaps they didnt need to dive into manufacturing and distribution with the other EUA, because they were from established pharma companies?
