There are articles in this blog that indicate that; as part of the analysis of The FBI and CIA efforts to derail Trumps campaign and Presidency, the FBI allowed independent contractors direct access to the NSA data.
It is alleged that this data was accessed, not just for nefarious political purposes, but also to provide access to communications from various CEOs (for example) in efforts to obtain inside information later used in trading or negotiations from other interested parties.
This conversation confirms and Mr Binney is the prime intellectual and skills based driver behind the above argument.
I do remember AG Barr alluding to this in a quick comment in a recent interview.
