About 10 years ago I was building a home on a lot where my previous home had stood for over 80 years. The local town building department wouldn't issue a building permit because they irrationally concluded that the soil would not support a house. I collected 200 signatures, marched down to a Town Board Meeting with the petition in hand and demanded to speak. The next day I had my building permit.
