Unfortunately, it truly depends on what the agreement between ACS and CSI is. The SFOR % comes from CSI, not ACS.
Without knowing the % from ACS to CSI, who knows how much CSI actually owes SFOR. That is the secret to this whole thing and why SFOR has no revenue. Despite ACS having $36M+ in revenue the past 1 1/2 years.
