Vote buy mail absentee ballots
has to arrive from 7 days before - same day of election. in most states.
There is no such standard for plain mail in ballots.
There is also another problem. Your sealed secret ballot actually has a identified on it. R for Republican and D for Democrat. So they can actually be sorted out.
When do you stop counting ? What is a valid vote. Will they all arrive considering the identifier.
The bigger issue though. Only Legal US citizens are allowed to vote in Federal elections. State can do what ever they want in THEIR OWN general elections for their state. President/VP, House and Senate seats is not a general State election. The States have NO authority over who can vote for these candidates.
