You are remembering correctly. Prior to sampling capabilities being launched, there was some literature that said Verb would collect $0.50-0.60 per sample. More if they designed the sample, and more if they fulfilled it. However, I am sure that has changed. Especially now that they are outsourcing fulfillment.

But organically, the answer is yes, Verb collects money every time someone pushes the sample button.

In addition, some better news. A good friend pointed out to me that in the Oswald Master Class yesterday, we were told that million samples comment was what was sent out in 2019 only. In fact, it scrolled across the bottom of the screen. Pretty amazing.
