To date, OWS has spent a lot on vaccine candidates and very little on therapeutics. I understand (albeit secondhand from someone on the margins of west wing) that they have now been ordered to shift attention to therapeutics so that the current administration has a chance to claim "good Coronavirus news" before the election. I mean, it makes sense to me.

I have no trouble believing the letter is quite new, as OWS is under a ton of pressure to show they haven't played favorites with companies that Moncef Slaoui has been CEO/boardmember/major shareholder of (notably GSK and Moderna) I bet they did outreach to small companies with promising therapies very quickly, so they can cover their favoritism and corruption.
I doubt CYDY was the only company they reached out to. Not sure why this matters though. It doesn't change that CYDY was one of the companies.
I would believe that OWS is ready to write checks because they are in trouble.
