The Malaysian government is involved in the deal with Bentai. They gave the project to Bentai as they are building the vaccine facilities.

This is similar to our car manufacturers building respirators for the government stockpile. Bentai has the expertise and scale to do this kind of thing even though it may not be their normal business.
