Most medical research doesn't go through a hospital review board... it happens in private offices out of the reach of outside interference. Good clinicians consider research to be part of their identity and a moral responsibility.
Most interesting about Leron* is that its mechanism of action has been beautifully documented and explained. This allows for an infinite number of clinical "what if..."s, which private physicians can freely explore.
What if I give an Leron* to a patient that has both covid and a tumor?
and then add a tumor vaccine(which normally induces a response but not a resolution?)
