You are absolutely correct.
If this PR is anything other than a veiled strategic chess move intended to replace Mexico as leverage to force the FDA's hand, then there must be at least a preliminary agreement in the works with a "Worldwide Pharma" (Dr.NP's words).
Approval by the UK or any other foreign country would likely be contingent on CytoDyn having the means to distribute leronlimab in a reliable and efficient manner.
Just like the deal with American Regent, you don't seek approval if you don't already have a distribution deal in place.
