I agree that Leo having complete pricing flexibility would be a very good thing. As an example, the price could be set at $1000 per dose but give the US a $500 discount on the first 1,000,000 doses in exchange for an Emergency Use Authorization (EUA) and grant funding to pay for any trials required for full FDA approval. Win/win...
