Professional salvors know you NEVER claim to be on a wreck unless you’re on a wreck.
They also know a wreck must have the right legal profile. Spanish galleons do not.
They also understand the terms of their agreements with the state. These clowns have a history of being confused.
They also know what technology is available and sometimes you make modifications depending on the circumstances.
