With a lot of gov forms, you have to mark off exactly how they want it. I'm sure they are still using the same form which has both written and teleconference request. Even though they are only doing written, I'm sure that is they way it had to be marked off, so the response details that request as marked. I've had forms that I have to send in to the budget office, and if anything is not exactly how they want it, it gets sent back to me for correction.
