I don't think they need remotely that much to get VChat to market. The beta testing, now ongoing (?), costs very little, I think. Then, if successful, it really doesn't cost much to turn it over to re-sellers.
Please re-read the last bit of the offering. Where it says that management has wide and total discretion as to how these funds will be used.
If they can't get this to market before a covid vaccine is ready, it's not going to be nearly as important. Also, what about competition? Zoom isn't going to just wait around until VChat is available.
