It would be unusual to require a peer-reviewed paper for a grant.
Grants are intended to fund research that LEADS TO a significant article.
Remember that this is also emergency funding.
Because publication is no longer dependent on getting enough papers reviewed and edited, and set in type, printed, bound, and distributed -- but now can appear in "pre-print" form on websites -- "publication" of papers electronically cuts months off the time it takes.
I'm certainly not saying that I think there's going to be a paper out any time soon -- I do NOT -- but I don't think that a paper is necessary for grant funding.
