I think with the outlook of this virus, this would be on a scale of what happened when WWII started. The entire nation pitched in and got the supplies and manufacturing up to speed to meet the demand.
If we are looking for ways to improve the economy, we invoke the war powers act and convert some of the manufacturing facilities. You would be surprised how quickly that can happen when the red tape is diminished while still validating the quality and safety of the product.
