To clarify, I am not ok with the small quantities. I am only trying to point out that there is a delicate balance between having enough product, and over extending ourselves. The only feasible way for us to ramp up production, pre-approval is if the government wants to provide the funding to do so.

At this point, we do not know that we will get an approval. We do not know if we do get an approval for which range of the patient population we will be allowed to treat. Ordering billions of doses now, could bankrupt our company.

I loath the fact that we have to order after approval as it means many more will die, but at present we do not have a choice.

One last point that we all need to consider, and as another poster pointed out: This is not going to be a winner take all. In all likelihood there will be several drugs used to treat COVID, and we need that because no one can scale to billions of doses in short order.
