I'm not under the impression that production capacity has changed. I think the comment about Samsung being booked simply meant that they don't have excess capacity. This was in response to Dr Been pressing him about needing MORE than 1.2mm this year and 10mm next year.
With that said, if we are approved as the SOC for severe only, we won't need additional capacity immediately. If however we are approved for mild to moderate as well, we will need more capacity. I fully expect the government, Samsung, AGC, other manufactures and quite likely other pharmacuedical companies to chip in
