Some people thought that he was confusing "vaccine" for "treatment" and he was possible leading up to an announcement of an HIV treatment that was also effective on Covid. But.......crickets.
There are a number of HIV drugs that have, or are being, tried you can research:
Lopinivir and Ritonavir
Truvada (tenofovir disoproxil fumarate (TDF)/emtricitabine (FTC))
There is some evidence from a study out of Spain that Truvada is (partially?) effective as a prophylactic.
