I would say the order of events should be the same but not necessarily the duration of each event. I think that was the advantage of the China deal. I think it’s a bit like the Wild West there and they can/will do whatever it takes to get the end result they want as quickly as possible where here in the US, even though they have slashed red tape and provided tremendous amounts of $$ there is still a framework that must be followed to some degree. And to Joes point in Docs post the China deal gets them the end result, never mind how they got there. /my opinion
