This is almost a textbook showcase of a damped oscillation (sorry, guys, as a physicist I always see such patterns ).
A damped oscillation is created by a force that takes the energy out of a system. Mechanically, it would be friction, electrically it is a resistor that can cause this. At least I always need such a force, meaning for this case, there is a force involved as well, that did everything in its power to stop this uptrend and damp the movement until it leveled at an acceptable level.
Conclusion: There is still some entity that is not interested in the GNBT pps to move up significantly. Why is that so? I have no idea!!
