Your problem is
Those are state laws.
All State are under Emergency Federal Management. This is a Federal Election only Federal law applies which means Constitutional Law.
There is no provisions in Constitutional Law for mail in Ballots of any type. Laws past by Congress are just that Laws and Unconstitutional because they have not been ratified by all 50 states as a amendment to the Constitution.
