My HOPE (dangerous word) is that Joe is confident he will have more concrete info come in before this date, and that is why he picked it. Maybe BARDA and/or CEPI is due to get back to NGIO on funding by that date. Otherwise it seems it would be scheduled for next week, before the holiday.
Whenever concrete news comes, it will have an effect, even if the date isn’t optimal for day 1. Certainly a Friday during a vacation week is better than more waiting!
